SUMMARY OF POSITION:
The Housing Placement Specialist (HPS) will partner with shelter guests to reduce barriers to housing and housing supports utilizing actionable decisions and individual housing plans that will rapidly lead to safe, affordable housing with the supports necessary to sustain achieved housing. The Housing Placement Specialists will work within a team of Housing Placement Specialist as well as Housing Search Specialists, Benefits Navigator, and Stabilization Specialists to ensure that we develop and execute sustainable and expeditious housing plans. The HPS and her/his team will work under tight timeframes for accurately entering guest information into the Pine Street Inn’s approved Homeless Management Information System (HMIS). Attention to detail and accuracy is critical in this position, The Housing Placement Specialist will provide exceptional customer service both internally and externally and will work in partnership with other emergency services and housing department staff to provide integrated service delivery, which furthers our mission to eliminate homelessness. Under the discretion of the PMH Director and the PMH supervisor, the HPS will work with the Mobile Enrollments and Benefits Specialist and the PMH Clinician to identify clients who are receiving pre-tenancy support services to be enrolled in Community Support for People Experiencing Chronic Homelessness (CSPECH) Program.
The Housing Placement Specialist will work from the following principles:

<li>Shelter is a temporary safety net, not a home. The Housing Placement Team must assertively motivate guests and incentivize them to seek better alternatives using best practices.</li>
<li>All people experiencing homelessness, regardless of their housing history and duration of homelessness, can achieve housing stability in permanent housing.</li>
<li>Never warehouse or institutionalize our guests in our shelters.</li>

Summary of the Position:
 
Pine Street Inn, Inc. is dedicated to ending homelessness in Boston through its harm-reduction, Housing First programs in place across its shelters, clinical services, special programs, and supportive housing sites. Pine Street Inn partners creatively with city, state, and federal programs, private property managers/owners, and non-profit agencies to develop supportive housing sites that further individual and community growth. Through its supportive housing programs, Pine Street Inn works to place chronically homeless adults into permanent supportive housing owned and/or managed directly by Pine Street staff, and thereafter provide these residents with wraparound case management and clinical support services to allow them to sustain permanent housing. Pine Street Inn’s supportive housing portfolio consists of 22 congregate sites, 347 scattered site units, and a total across all programs of 800 individual units, with an annual budget of $8 million. As part of the strategic growth of the Inn, Pine Street Inn is working toward building another 200 units of affordable housing by 2025. This will include the consolidation of individual scatted site housing units into larger, individual buildings that will facilitate more efficient service delivery and overall management. In order to accomplish these goals, Pine Street Inn is seeking a strategically-minded, growth-oriented Associate Director of Property Management who will successfully expand Pine Street Inn’s supportive housing portfolio.
The Associate Director of Property Management will manage all property management and compliance activities for the entire portfolio of Pine Street Inn’s Housing locations and Supportive Housing programs. The individual will be responsible to the Director of Housing Operations for the financial administration of the Housing department. The individual will maintain compliance with requirements of regulatory agencies, including licensing requirements, low-income tax credits, federal, state and local housing authorities and state and city agencies. The individual will support the Inn’s housing expansion and shelter reduction strategy in combination with other departments.
The Associate Director of Property Management will drive change within the Property Management Division to enhance the commitment to a housing first philosophy and understanding that residents in permanent supported housing have unique needs as residents and require additional supports.
The Associate Director will foster a culture of effective working relationships within and between PSH Services staff and Property Management Teams, with the understanding that providing Permanent Supported Housing requires strong communication and teamwork between Property Management and Services, with each division playing a vital role in assisting PSI residents in retaining their housing.
This individual will provide leadership, planning and administrative oversight to the property management department, including staff and residents. This position represents the Housing Department as a lead participant in the Coordinated Entry System for the State and the City of Boston with a key focus on enhancing efficiencies and reducing barriers to occupancy for vacant units. The individual will be self-motivated, with solid communications skills, capable of strategic thinking, combined with the demonstrated ability to lead and manage change. This position requires a great deal of tact, diplomacy and creative problem solving in order to maintain a positive working relationship with our many stakeholders including, but not limited to, real estate partners, neighbors, funders and external Pine Street Departments.

Requirements:

<li>Bachelor's degree required </li>
<li>10-15 years of leadership experience in facilities management, security, or similar roles, with a proven ability to effectively lead a service-oriented, customer-centered department; prior experience in a healthcare environment is strongly preferred. </li>
<li>Advanced knowledge and hands-on experience in one or more of the following: HVAC repair, plumbing repair, electrical work, and carpentry. </li>
<li>Demonstrated project management skills, including the ability to manage multiple projects, activities, and tasks simultaneously. </li>
<li>Experience with security technology and systems, including CCTV, access control, intrusion systems, and panic alarms. </li>

<li>Experience monitoring contract compliance and working closely with vendors, contractors, and other professionals. </li>

<li>Current Massachusetts driver’s license and ability to travel to all Fenway Health sites as needed. </li>

SUMMARY OF POSITION:
The Housing Stabilization Specialist (HSS) will work within a team of Housing Placement Specialists, a Clinician, and a Housing Benefits Navigator to ensure partnership with previously homeless clients that will provide supports to help sustain housing. At times, these tasks will be done in conjunction with community partners. Through all stages of the program, the Housing Stabilization Specialist will utilize progressive engagement; least amount of support needed to be successful. The HSS will provide stabilization services to ensure the client does not return to homelessness and can achieve independent living in the community. A key component of the work is successfully connecting individuals to assets, which increases income and mainstream benefits, and supports which increases stability while in housing. The Housing Stabilization Specialist will facilitate on-going communication between the guest, housing authorities, property owners and community programs and partners. The Housing Stabilization Specialist will also develop Individual Service Plans (ISP) as part of the transition from shelter to housing. The Housing Stabilization Specialist will also develop and help educate individuals with skills that better helps them to manage money and be good neighbors and tenants. The Housing Stabilization Specialist will work under tight timeframes for accurately entering guest information into the Pine Street Inn’s approved Homeless Management Information System (HMIS) and Carelogic data for those guests who are enroll in CSPECH. Attention to detail and accuracy is critical in this position, The Housing Stabilization Specialist will provide exceptional customer service both internally and externally and will work in partnership with other emergency services and housing department staff to provide integrated service delivery, which furthers our mission to eliminate homelessness.
*Please note - All credentials and licensures to be reviewed annually as part of the PSI credentialing process. Additionally an annual CORI review and OIG Medicaid Fraud checks to be conducted for the Housing Stabilization Specialist. Acceptable results of annual credentialing and CORI reviews and OIG Medicaid Fraud checks will be required of the Housing Placement Specialist.
The Housing Stabilization Specialist will work from the following principles:

<li>Shelter is a temporary safety net, not a home. The Place Me Home program staff must assertively motivate guests and incentivize them to seek better alternatives using best practices.</li>
<li>All people experiencing homelessness, regardless of their housing history and duration of homelessness, can achieve housing stability in permanent housing.</li>
<li>Never warehouse or institutionalize our guests in our shelters.</li>
<li>Everyone is “housing ready.” Sobriety, compliance in treatment, or even a clean criminal history is not necessary to succeed in housing. Rather, homelessness programs and housing providers must be “consumer ready”.</li>
