The Director of Quality Assurance is responsible for ensuring that effective, efficient, and dynamic program administration and quality assurance systems are in place across agency services.
QUALIFICATIONS
Registered Nurse, Current Licensure by the Commonwealth of Massachusetts
Bachelor’s Degree in a related field or 7 years’ experience in the field of Human Services
Minimum of two years of related Quality Assurance experience
Knowledge of DDS and CARF regulatory requirements.
Experience collaborating with various interdisciplinary departments including but not limited to, nursing, admin, payroll, human resources, finance and IT.
Experience working with MAP and DPH regulations.
Experience working with Excel, databases, and various types of documentation.
Possession of a valid driver’s license, a safe driving record, and an agreement to use one’s vehicle for business purposes if so required.
Acceptable Criminal Offender Record Information (CORI) & fingerprint check.
ESSENTIAL DUTIES
Assist the COO and other senior managers in the development, implementation, and monitoring of operational practices, policies, and procedures, in coordinating services across programs, and in general administrative activities/functions.
Ensure that individuals’ rights are protected, and promote opportunities for individuals to exercise control, decision-making and choice-making.
Ensure that services are meaningful to people’s interests, needs and status as adults; delivered in a dignified manner; and related to established goals.
Keep abreast of regulatory standards and trends for service quality; assist Chief Operating Officer, Director of Residential Services (DRS), Director of Specialized Services (DSS), and Director of Day Services (DDS) in preparing for service audits including Licensing & Certification, CARF, and Mass Health/LTSS.
Promote quality services by enforcing established policies, procedures and regulatory standards related to quality assurance.
Interact with individuals/families to identify opportunities to improve service quality by conducting annual Satisfaction Surveys and charting results for Annual Management Report.
Assist COO in establishing quality standards by reviewing regulatory requirements; devising best practice methods and procedures, and facilitating collection of data and metrics to measure quality of programs and success of systems.
In coordination with COO, perform root-cause analysis and other problem-solving activities to identify effective corrective actions and process improvements related to service quality. Identify both problems and solutions; and provide recommendations.
In coordination with COO, develop and implement system for internal quality assurance audits; serve as primary resource for problem identification, resolution and continuous service quality improvement. As needed, assist with development of new systems to improve quality of services and/or data collection.
Implement program quality assurance activities as appropriate to raise level of service quality.
Monitor compliance with state and federal regulatory requirements and licensing/accreditation standards across all agency programs.
Ensure services conform with the highest standards of health and safety. Coordinate the review and compliance with person served medication administration, protocols, physician orders and appointment follow-ups.
Act as a MAP trainer in the absence of MAP coordinators
Ensure all Fire Drills and Safety Plans meet DDS requirements, and complete/update and submit EESPs in conformance to regulatory mandates, in coordination with DRS/DSS.
Maintain system for reviewing and tracking financial records for residents and assist as needed with financial audits.
Oversee tracking system for ensuring conformance to regulatory timelines related to ISP submissions, ensuring on-time submissions of required documents (assessments, support strategies, etc.).
Monitor HCSIS Alerts/ Process Management to ensure conformance to regulations and to address required Agency follow-up.
Ensure conformance to Agency philosophy, policies and procedures within assigned programs/services.
Oversee the property management database system and provide training and support as needed, to ensure that facilities and vehicles are properly maintained.
Assist in public relations efforts; represent agency as appropriate, participate in area committees as appropriate.
Ensure completion of required documentation as requested by COO or Senior Managers and maintain/improve all related forms and tracking systems.
Work with COO to complete Accessibility Plan, Risk Management Report, and other reports or tasks as required.
Maintain and improve systems for tracking referral, intake, transfer, and discharge activities.
Implement and monitor an Electronic Healthcare Record database across all interdisciplinary departments.
Supervise and provide support to staff assigned to QA department.
