POSITION DESCRIPTION:

Think Tank seeks a Budget Analyst Level II to support NOAA with federal financial management, budget formulation, and execution. These roles provide financial analysis, monitoring, reporting, and compliance support, while helping to streamline budget processes and improve efficiency across the Center's operations.

RESPONSIBILITIES:

  • Support budget formulation, execution, and monitoring of financial performance.
  • Reconcile discrepancies and ensure accuracy across NOAA Fisheries financial systems (BAS, EDW, IPP, EBS).
  • Process Budget Operating Plans (BOPs), fund transfers, and data entry in FMDS.
  • Prepare documentation for audits, labor corrections (NLWC), and invoice reclassifications.
  • Track expenditures, reconcile accounts, and generate monthly financial reports.
  • Develop and maintain spreadsheets, pivot tables, financial graphs, and budget tracking tools.
  • Assist with cost analysis, spend plans, variance analyses, and year-end closeout.
  • Conduct audits of program policies, obligating documentation, and compliance with NOAA/NOAA Fisheries requirements.
  • Support development of SOPs, policies, and budget tools; recommend process improvements.
  • Coordinate interagency agreements and support reimbursable cost documentation.
  • Review and process invoices, resolve vendor inquiries, and maintain supporting documentation.
  • Assist with training presentations and budget staff webinars.
  • Provide data for strategic planning, performance measures, and ad-hoc budget requests.

REQUIREMENTS:

  • B.S./B.A. in Business Administration, Finance, Accounting, or related field + 4+ years' experience in finance, acquisitions, or federal budget.
  • Strong knowledge of federal financial management, appropriations law, budget execution, and acquisitions.
  • Proficient in MS Word, Excel (Pivot Tables), PowerPoint, and Google Suite (Sheets, Docs, Calendar, Gmail).
  • Experience analyzing data, identifying errors, and problem-solving.
  • Ability to prepare reports, conduct reconciliations, and support audits and compliance requirements.
  • Strong communication skills for interagency coordination, staff training, and presentations.
