Job Opening – DISTRICT MANAGER
The District Manager is responsible for the management and operation of all district programs and facilities, and for the direct supervision of all district staff. In cooperation with the Treasurer, he or she is responsible for the management of the district’s finances, including monthly financial reports to the Board of Supervisors, regular analyses of financial condition, periodic budget status reports for staff and the board, preparation of the presentation of the draft annual budget, grant applications and oversight of financial operations of the district.
The District Manager represents the district at state, regional and local meetings, and is available to respond to inquiries from member town selectboards.
The District Manager works with contract service providers (MRF operations, MSW transport and disposal. To ensure that contract terms are being met. The Manager initiates and /or responds to requests for service contract clarification or amendment whenever the need arises. The Manager prepares all bid documents, manages bidding procedures and recommends bid awards for consideration by the board.
The Manager proposes new or revised policies for consideration by the board, as well as new or amended procedures, rules, plans or ordinances for the proper and lawful operation of district programs.
The District Manager is responsible for the hiring evaluation, discipline and dismissal of staff as prescribed in the Formation Agreement and Board policy.
The Manager responds to inquiries from the public and the media for information regarding solid waste issues and district operations.
The Manager reports to the board of supervisors and the executive board.
A degree in public administration is a plus and at least 5 years municipal experience preferred.
